The Karnataka government blamed Royal Challengers Bengaluru (RCB) for the deadly stampede which took place during the IPL Victory of the team. In a report subject to the high court, the government said that mismanagement of the RCB and the lack of control of the crowds were responsible for the tragedy.
The celebration of the title IPL 2025 of Royal Challengers Bengaluru turned into a tragedy. RCB returned home after beating Punjab Kings (PBKS) in the final on June 3 in Ahmedabad. A massive crowd gathered outside the Chinnaswamy stadium in Bengaluru, causing 11 deaths and more than two dozen injuries.

The High Court of Karnataka rejected the statement of the government of the State to keep the confidential report concerning the scholarship during the celebration of the IPL victory of Royal Challengers Bengaluru.

In a situation report submitted to the High Court, the management of the RCB, as well as the DNA networks of the event partner and the Karnataka State Cricket Association (KSCA), “unilaterally” organized the celebration without consulting the police or ensuring the required authorizations.
“The RCB Management, in association with its event management partner, DNA Networks Private Limited, and the Karnataka State Cricket Association (KSCA), have unilaterally decided to hold the celebration of victory without consultation with the police and without obtaining the necessary authorizations or licenses for such celebrations,” indicates the status report.

The government also revealed that RCB had used a promotional video showing Virat Kohli as part of their IPL victory celebrations. On June 3 around 6.30 p.m., the CEO of the KSCA informed the Cubbon Park police station on a victory parade scheduled if RCB won the final.
However, the police rejected the proposal, citing a lack of details such as the estimated size of the crowd, security measures and logistics planning. The authorities also noted that the request had been submitted to very short delay, leaving no time for adequate preparations.
“Insufficient information concerning the size of the expected collection, the measures taken, the bottlenecks possible, etc., as well as the proposal made within a very short delay,” said the report.
RCB issued an open invitation to victory without the police authorization
The report also indicated that the RCB’s social media campaign before their IPL 2025 victory parade drew massive attention. In particular, the franchise has produced several promotional articles, including a video showing Virat Kohli.
RCB published an open invitation for the parade at the beginning of June 4, a few hours before starting. A video starring Kohli was shared at 8:55 am, announcing that the team’s plans to celebrate with fans, and another article at 3:14 p.m. revealed the parade calendar and the details on the limited free pass.
At the time of this last post, large crowds had already gathered near the stadium. The report indicated that the RCB had simply informed the police but had not submitted an official request or provided the essential details required to plan the control of the crowds and ensure public security.
“It is relevant to note that a simple intimation was given by the organizers; there was no requisition for authorizations in the prescribed format, and no necessary information was provided to the departments concerned to anticipate the collection and make adequate preparations,” added the report.
